In this structure doubling rooks on the d-file can give you a significant tactical advantage. This is because your opponent must twice defend all pieces that they put on the d-file.

The correct way to defend this is to challenge the d-file with rooks so that all the rooks are traded off.

If one player is allowed to double on the d-file uncontested. Then the tactical outcome will be for  only two results. Imagine a duel where one combatant is swing away with a weapon whilst the other combatant just dodges hoping for a draw.
